The document is in three parts. The first part outlines preventative measures that can be put in place to avoid abduction and extortion; the second makes recommendations for how a hostage should act and behave in captivity; and the third looks at measures to be taken when abduction has occurred. The document was probably distributed among participants at the VNO Security Seminar. One of the copies is dated by hand ‘1985’.
